Who make the best quality cowls and huggers

OEM Suzuki.

They're all most likely good quality if its offered by a "name-brand".
The cheap ones on ebay that get shipped from portugal are of lesser quality.
Basically, you get what you pay for.

I love NWS Carbon stuff.
