You could do, as the throttle butterflies have return springs which will close them when you roll off the throttle. But for safety's sake, personally I'd prefer to have the closing cable in place and working too.

I used to run my old Honda CX500s with only one throttle PULL cable as they were old and a PITA to get the push cable to route and not bind. They worked fine but you had to keep the cable well lubed and free and good condition well balanced carbs.

On my SV I have to be careful not to tighten the curved adjusters at the throttle end too tight or the throttle can get stiff.
