YES. Fastrax luggage systems from Dowco.

http://www.dowcopowersports.com/products/motorcycle_luggage/fastrax/detail.cfm?item=50144-00

I had it on the back of my SV and on a CBR1000 which I wheelied, endoed, and took to 150+ mph and that tail bag never budged. Has 1-inch wide nylon straps with grippy rubber on one side, and comes with numerous straps so you have tons of options. It works awesome, has great pockets, is expandable, has a rain cover, and has held up really well in the year I've had it.

I use my Oxford Tank bag as a Tail bag all the time. The magnetic base zips off and it has backpack straps that I made as short as possible and put the rear seat through. Clip the seat back on and use the straps that go around the triple to go around the passenger pegs. Been up to 132mph and hard runs in the mountains w/ no problems

Check out T-bags. I have one of theirs, it has straps for a tail bag that mount under the seat and can be used as a tank bag with the magnetic mounts. Paid $89 for it. It's a great dual purpose bag.
