Make sure the kickstand is up, you're in neutral, and the killswitch is in the run position. If nothing happens still, there is a chance that something like the cutout that keeps the bike from starting with the kickstand down, killswitch, etc. has been damaged or is inoperative. I think the 99-02's have this feature, I know for sure the 03+ do.

If all you hear is a click when you hit the starter button, spraying starter fluid anywhere won't help. The bike should at least be turning over or there is something more important wrong. Just to clarify - the bike just clicks with no turn over at all when you press the starter button? If the bike isn't turning over, don't worry about cleaning out the carbs at this point either - that's not a problem to be concerned with yet. If the kill switch is in the run position and the kickstand is up and you can verify that those two switches are working properly, I would think it would point to the battery. Maybe verify that is hooked up correctly to make sure you didn't accidently hook it up wrong? If that still doesn't fix it, it might be a fuse or wiring got messed up somewhere while it was stolen or wrecked. If that doesn't fix it, your best bet may be to get it to a shop unless someone here knows more about the 99-02's to help you out.
