sure the harness is connected properly? fuses? fuel pump relay seated properly?

Removed gas tank.......fuel pump doesn't buzz, won't start.
This past Sunday, I wadded up in the rain, and decided to get my plastics sprayed.
Removed all plastics, and finally removed the gas tank. Had about 1/2 gallon of fuel left. I tried to just turn the tank over a bucket to drain the rest of the fuel, but then decided to just hook up a hose and connect the fuel pump harness and let the pump 'push' out the remaining fuel.
Connected everything, turned the key and nothing. No buzz, no pressure, nothing.
Did I miss a step or is something really wrong here?
