Easiest way I can think of off the top of my head is to ride through a gear and see (this'll be pretty easy in 2nd/3rd). If the power flattens out (it'll be noticeable) at ~7,000 RPM it's restricted. If it pulls harder to 9,000 RPM it's unrestricted.
Many bikes would have been retrofitted with the 33bhp limiter, so OEM p/n & serials may be misleading.
