I bought my bike from a shorter rider. He told me that it was lowered, but still on stock suspension.

He said he took it to a bike shop and they turned something (?) to lower it, and I just have to turn it back to bring it back.

Are these bikes height adjustable from factory? If so, how do I get it back to normal?

The only suspension adjustment for the rear is preload. It technically doesn't affect ride height, but perhaps the previous owner thought so.
If he thinks it lowered the bike, it's not by much.

"Adjustable" dogbones sometimes don't have enough range to set them at stock length. You can measure the distance from hole center to hole center, stock is 144 mm. If it is LONGER than that, it has been lowered.

Also, check if your front forks protrude past the top triple, they should be flush. Manual says: "Align the top of the inner tube to the upper surface of the steering stem upper bracket". In other words, the top of the tube (chromed part) should not protrude, but the cap (aluminum) should be just above.
