First clean with phosphoric acid and let it dry for a few days.

That sucks. Used tanks are hard to find, but not impossible. Parting out a bike because the tank leaks is a pretty dramatic decision. It's like selling your house because the kitchen is messy.

Wouldn't that create a vacuum in the tank? If not, what are the tubes there for?

Damn, how did you take those pics! I tried to take pics of the inside of my tank to check rust conditions, but they were horrible. Granted, I used a Bezos Chinesium camera probe. But yours are impressive.
