front pre load

Hey SV People

i wanted to know, for the front suspension , to increase the pre load on the front forks, do you turn the screws clockwise or counter....

Not to be a smart ass, but what does "way off " and "way on" mean exactly
I just turned the screws all the way down <clockwise>

and when i am cornering at low speeds 20kms, the steering is no longer jittery.
