Yes on the torque. Order doesn't matter, but on the double bolts on the lower you have to go back and forth, as you tighten one it takes the tension off the other.

call me an idiot but are we talking the tripple tree bolts that clamp the tubes in place?

actually there is procedure if you had forks out and top triple off.
if you did not take upper triple nut off or loosen it that it does not matter which pinch bolts you do first.
