Either your hazards are "on" or you have a short in the harness or the relay is going bad.
Very easy to troubleshoot.
Pull the harness from under the front end and test continuity between the 2 pins. You can find out the wire colors in the shop manual.
If you get continuity and your hazard switch isn't engaged then it might be stuck in the "on" position or a short inside the housing or wire loom.
If you don't see continuity on your multimeter then check the relay.
