It looks like what you'd call "finish checking" on old guitars or furniture. If those are cracks, it looks to be in the process of disintegrating :p .. which I doubt.

Well the area is wet but it looks like the oil is from the chain. This is a bike I'm thinking about buying btw.

It is perfectly normal for it to do this. Just means you have to clean it more often but being practical these cracks in the paint are next to impossible to avoid

Looks like regular casting marks that the paint had hid but now is showing, brake clean off and go for a ride if not leaking i wouldnt worry.

I asked my mechaninc about similar (but less noticeable marks on my engine) He proceeded to take me inside his shop and show my the same marks on his TL1000, a hayabusa, and about a half a dozen R6's (none of whish looked like it was good for anything but parts). He told me that it's pretty uncommon for a bike to NOT have any of the surface imperfections. on the lower side of the engine.
