Got a set of sw-motech 1" risers (bonus - twistedthrottle sent me the $30 top clamp, which I did not order). The instructions say to torque to 23Nm if the service manual doesn't provide specs. Does anyone know what the correct torque would be?

Tighten it till you strip it and come back a 1/4 turn. ( I was a professional bicycle mechanic for 15 years and I would tell new mechanics that)
But seriously just make it tight and check it after a few hundred miles, you will be fine. I never use a torque wrench and my bike hasn't fallen apart yet.

Thanks. I don't really worry about the torque on most stuff, but when it comes to handlebars I would prefer to torque them once to spec, use loctite, and be done with it.

I don't even use loctite, just some grease. You may want to reposition them after riding for a bit.
