steel wool will rust. when using it you will embed little pieces of it in the surface that will eventually rust. big problem in a marine environment. not sure how bad the problem is when you're not near the ocean. bronze wool is a better alternative.

WD-40 its best ability may be discouraging rust
WD-40 has a new product called "WD-40 Specialist Corrosion Inhibitor" that is excellent for preventing rust. Many times better than traditional WD-40.

Something that works amazingly well for me is engine cleaner. Spray it on, wipe it off with paper rags, done.

No need to let it set, no water needed for clean-up, no scrubbing, nothing to attack the paint or contaminate the brakes.
