You can get the 3.5" ones and simply mount them lower on the fork tubes to stick with the stock SVS cables, if you decide you want more height later you can then get longer cables and then raise them up to the full 3.5".

For what it's worth I was recently considering a bar swap on mine (I even bought the bars and risers) but I have since decided against it. The bike fits and works too well as it is.

As near as I can tell, the measurement listed is from the clamp to the bar and you are indeed correct that the stock 'S' bar has some rise to it....but the real difference comes when you adjust the angles. If you measure at the end of the bar weight, mine are close to 4" higher and about 3" swept farther rearward so they make a dramatic improvement in the riding position if comfort is your goal. Only trick to them is to get them where they feel good yet won't bang the tank or hit the fairing at full lock. It can be done...but takes some fiddling.

Oh....bar ends are a MUST!! Both for crash protection but also for vibration damping because the aftermarket bars use tubular steel vs the cast aluminum of the stockers. They ring like a bell without bar ends and the heavier the better. I even added 3 round lead musket balls in each end to add some slightly moveable mass and they run nice and vibe-free now.

With those clip-ons you are still much closer to the stock S position than the N or Ninja position. If you were to purchase those and then decide that it wasn't enough, you would still have to buy some type of new bars and lines.

I'm not trying to be a kill-joy, just trying to help you make an informed decision.
I also have a Ninja 650R, a 2007. I"m thinking about buying a 2015 new Suzuki SV650S. I don't think I like the lower bars on the Suzuki, but the salesman said I would get used to them fairly quickly. If I didn't like the bars how much would it cost to raise the bars 1 to 1 1/2" inches without buying new cables? Thank you.
